From the very beginning, Utena’s love and fantasy toward magical girls are already established, making her an easy target for Venalita’s devious recruitment.
She aspired to be like the popular Tres Magia due to their cute transformations as well as their efforts to protect the people from the evil organization, Enormita.
As a middle school student, Utena can only do little to support her idols. She spends her allowance on magical girl merchandise, regardless of whether it is a figure or a poster.
Whenever the Tres Magia fights, Utena can easily go there to support and cheer for them.
She has been keeping a close watch on the Tres Magia ever since she became conscious of them, and now that she has become a villainess, nothing has changed much except that she gets a chance to have a close encounter with them.
Interestingly, Utena’s real feelings always lead her to do some perverted stuff to the magical girls.
Utena is captivated by the magical girls' reactions and can't get enough of them, which is why she continues to torment them in bizarre ways despite knowing that what she's doing is wrong.

Regardless, Utena is closest to Kiwi, who is one of her fellow Enormita villains. Kiwi is vocal about her feelings for Utena, and the latter realizes that the former’s feelings for her were not a joke at some point.
