In Gen V, we learn that Vought has been developing a virus that can control supes. Dr. Edison Cardosa has been working on this virus at the Woods, the secret facility where experiments on young Supes are conducted.

It is also revealed that Godolkin University is a front. As Dean Shetty explains, Thomas Godolkin was a behavioral scientist who built the school to figure out what makes Supes tick, what their weaknesses are, and how to control them.

She also says that the students are “subjects” and are not there to study; the school exists to study the students.

Dr. Cardosa and Dean Shetty later find out that the virus can kill the Supes, and Shetty wants to make it contagious.

Cardosa then works on making it contagious, explaining that transmission occurs through direct contact with bodily fluids. But Shetty asks him to make it airborne so that it could be even more contagious.

However, Cardosa has doubts about this, emphasizing that Vought doesn’t want them to do something reckless. It’s clear that Dean Shetty has more plans for the Supes and the virus, so, what are her goals, really?

Dean Shetty wants to kill all the Supes in the world and for more personal reasons. It turns out that her daughter Lily and husband Paul were passengers on Transoceanic Flight 37.

In The Boys Season 1, Homelander and Queen Maeve were tasked with rescuing the passengers on Flight 37. However, they couldn’t save everyone, and Homelander didn’t want his and Vought’s reputation to be ruined.

Homelander couldn’t lift the plane while flying, so instead of saving the people inside, he chose to destroy the plane, resulting in the deaths of the passengers.

Dean Shetty learns about this and sees the Supes as a problematic species. To her, Supes leave a path of destruction behind them and have ruined countless lives.

So, she wants the virus to spread across the globe so that it could kill all the Supes. She even asks Grace Mallory's help, but the latter refuses, saying that Shetty will be committing genocide.

But Shetty, pretty much like Billy Butcher (who was referenced in Gen V’s seventh episode), is focused on getting revenge against the Supes. Unfortunately for Shetty, this rage led to her death.
