Does Haruto End Up With Flay?
No, as of writing, Haruto did not end up with Flay in Am I Actually the Strongest. They have a master-servant relationship, following Flay’s willingness to form a contract with Haruto back when he was still a baby.
They first encounter each other in the forest where Flay attacked Haruto, not knowing that the latter has immense magic abilities.
Flay wanted to revitalize her magic, while Haruto was testing his magical barrier and its capabilities.
But when Haruto showed Flay what he could do even at such a young age, the flame Fenrir decided to give up in front of the baby, whom she would later acknowledge as the demon king.
Since then, Flay and Haruto have always been together. Flay followed Haruto wherever he went, even if it meant working as a maid for the Zenfis family, who adopted Haruto.
Despite this, Flay only follows Haruto’s orders. She is willing to go above and beyond for her master just to be of service to him.

Does Haruto End Up With Charlotte?
Similar to Flay and Liza, Haruto did not end up with Charlotte in Am I Actually the Strongest. Of course, Haruto loves Charlotte, but that doesn’t mean his feelings are romantic.
He only thinks of Charlotte as his younger sister and nothing more—at least for the time being.
At first, Charlotte is scared of Haruto, not knowing how to interact with him during their early childhood days.
