"One of the outer districts, this is nonetheless a crucial one. These brave and hardy workers descend deep into the earth each day to mine the coal that keeps our nation running."
The district is recognized as the poorest and smallest out of all 13 districts of Panem. Prior to the Capitol's firebombing, the main industry of District 12 was coal mining. It later turned to medicine after the Second Rebellion.
Since The Hunger Games: The Ballad of Songs and Snakes is set in the past, it's possible that the district has not yet stopped mining. It also isn't in its devastating state as Katniss Everdeen's experience.
This is because in The Hunger Games: The Ballad of Songs and Snakes, Lucy Gray Baird works as a singer before getting picked as the tribute for the 10th Hunger Games. In the later part of the franchise, the residents of District 12 cannot afford to spend money on singers, which would make it an obsolete profession.
