Project Necromancer is a cloning project that is key to Emperor Palaptine's resurrection in the future after his death in Return of the Jedi.

The premiere episodes revealed that it had already commenced way before the events of the original trilogy.

However, for the project to be a success, they need to replicate enough M-count (or Midi-chlorian count), which is a microscopic life form that can be found within the cells of Force-sensitive individuals.

Since Palpatine is a powerful figure, a lot of M-count is likely required to successfully do the experiment which is why it took so long for them to figure out its success.

The premiere episodes of the third season of Star Wars: The Bad Batch revealed that Omega is compatible with the M-count needed to replicate Palpatine's.

In other words, Omega is the key to the success of the cloning experiment and she will be the reason why the Emperor was resurrected in the future timeline of the galaxy.

It is also revealed that Omega is considered to be a mutant since she was created by the Kaminoans in an attempt to create a mutant Force-sensitive clone.

As we've seen in the third season of The Mandalorian, Project Necromancer eventually became a success as the research was continued by Dr. Pershing.

Eventually, by the events of The Rise of Skywalker, Palpatine is a fully-resurrected figure and continues his threat in the galaxy again.
