Because Sung Jin-Woo and Suho are father and son, we are unlikely to see them fight each other, so the question of who is stronger is a matter of speculation.

After all, Solo Leveling was a story about a weak human becoming the strongest being in the world.
On the other hand, Ragnarok is about an already strong person learning to control his powers in adverse circumstances.
Since he grew up during peaceful times, Suho's powers felt more like a curse because everyone avoided him until Jin-Woo sealed his abilities.
If Suho became even stronger, this might not serve the story's themes in the best possible way, but we have to wait and see.
