Totsuka getting expelled came as a shocking development for Class A, especially as it seemed that Kohei Katsuragi was the target for expulsion.

Who Is Yahiko Totsuka in Classroom of the Elite?
Yahiko Totsuka is a student of Class 1-A in Classroom of the Elite. As a Class-A member, Totsuka is likely a smart and capable individual.
His exact abilities aren’t detailed much in the anime and the light novel though. Instead, he is best known as an egotistical student who looks down on others in the lower classes.
This is clearly shown during the cruise as he mocks some of the Class 1-D students. Despite his bravado, Totsuka easily gets scared as he is quickly intimidated by Ken Sudo.
Even though he’s not a major player in Class 1-A, he is a loyal supporter of Kohei Katsuragi, one of the two leaders of the class alongside Arisu Sakayanagi.
What Happened to Class 1-A’s Yahiko Totsuka?
While Katsuragi and Sakayanagi started on more equal terms, Katsuragi’s failure during the Island Exam arc started his faction’s downfall.
Things came to a head in the Class Poll Special Exam as Sakayanagi nominated Katsuragi for expulsion. This turns out to be a ruse as Sakayanagi’s true target is Totsuka.
At the end of the Special Exam, it was revealed that Totsuka got the lowest votes. Sakayanagi doesn’t use points to save him, meaning Totsuka is expelled.

So, Why Did Sakayanagi Expel Totsuka in Classroom of the Elite?
Even though Katsuragi is Sakayanagi’s biggest rival in the class, she reveals that he still has some use. Thus, Sakayanagi instead targeted Totsuka for two main reasons.
Firstly, Totsuka is the only remaining supporter of Katsuragi. Getting rid of him effectively leaves Katsuragi alone, meaning he’ll likely have no choice but to follow Sakayanagi’s commands.
There’s also the fact that Sakayanagi thinks that Class A has no need for Totsuka given his seeming lack of abilities.
It’s a harsh end for Totsuka, but he’s not the only one to be expelled in the series’ events. In the light novel, there have already been a couple of other high-profile expulsions.
