Queen Elizabeth was very close to Prince Harry. There are even reports claiming that the Duke of Sussex was her favorite grandson. According to Princess Diana's former butler, Paul Burell, Her Majesty tried to accommodate the Duke and Duchess of Sussex.
Queen Elizabeth Tried To Accommodate Prince Harry, Meghan Markle
Prince Harry and Markle tied the knot on May 19, 2018. Less than two years later, they decided to step back from their royal duties.
Prior to Megxit, the Queen had reportedly tried to persuade them to stay by doing unprecedented things hoping to keep them.
"The Queen bent over backwards to accommodate Harry and Meghan. She did so many things which are unprecedented to try and get them to fit into the royal family but in vain because it didn't seem to be enough," Burrell said while speaking on behalf of Slingo (via Showbiz CheatSheet).
"A ($2 million) property on the royal estate at Windsor didn't seem to be enough. Royal titles and jewels didn't seem to be enough. To bend over backwards and to take Meghan on her first engagement to Chester wasn't enough. To offer Meghan the chance at having Sophie Wessex to mentor her on her royal programs weren't enough, to say to Meghan' you can continue acting if you like, if that's what you want,' wasn't enough."
However, Burrell felt that nothing was enough to make the Sussexes stay. After all the things the Queen did, Prince Harry and Markle still left.
"Nothing seem[ed] to have been enough to make them want to stay, so I think to myself you can try all you like, if they were so minded to leave the royal family, which they were, nothing was going to persuade them to stay," Burrell added.
Queen Elizabeth Gave Prince Harry And Meghan Markle A Chance To Return
When Prince Harry and Markle decided to step back from their royal duties and move to the United States, the Queen reportedly gave them a year to decide if they would return or not. The Sussexes decided to stand by their decision to stay in the U.S.
Prince Harry admitted in Spare that they wanted to be part-time royals. However, the Queen vetoed his proposition because she wasn't on board with their "one foot in, one foot out" approach.

Following the Sussexes' decision to stay in the U.S. and not return to serve the monarchy, Queen Elizabeth stripped them of their royal patronages and military affiliations. Prince Harry was hurt by the Queen's decision, but it was the consequences of their decision to live a life away from the royal family.
