The title of My Hero Academia Chapter 407 is An Exceptional Child, and it begins with a narration about a sex worker who had been suffering from hardened growths on her left arm.
For the first eight months, this worker wasn’t aware of her pregnancy, not only because of her unstable lifestyle but also because she simply couldn’t feel what had taken up residence in her uterus and had begun sapping away her very life force.
Eventually, she gave birth to twins on a riverbank before dying on the spot, leaving them all alone in the world.
For some reason, the growths on her arm had completely vanished. Right around when the rats showed up to gnaw on the newborns and their mother’s corpse, the flooding river swept the twins away.
A year later, news of the glowing baby was the first of many worldwide reports of emerging meta abilities that were not only present at birth but also started to present in young people going through puberty.
One research group hypothesized that a novel disease was to blame, claiming that those with meta abilities were a sub-branch of humanity with new genetic factors.
It was a reckless and premature announcement, which divided the people and added fuel to the chaos to come.
A group of masked soldiers are discussing those with meta abilities gathering over by the industrial zone.
They believe that they were the same ones the demonstrators clashed with last night, so they plan to take care of them before they can regroup and rise up.
The group stumbles upon a strange, exceptional child, but they decide to leave him be.
That’s when the exceptional child killed them with spear-like bones emerging from his body.
He was then revealed to be the older twin (All For One), who had stolen his mother’s meta ability. He was the child imbued with hubris and disrespect for others from the moment of his birth.
He viewed all within reach as his possessions, including those who wouldn’t turn to look at him when he cried and screamed and those who wouldn’t provide him with anything.
On the contrary, the younger twin (Yoichi Shigaraki) was small and frail. He wanted his older twin to stop and not hurt anyone but to no avail.
The older twin believed that his sibling was one of his possessions and not one he would readily relinquish.
Amidst the growing societal divide, that original glowing baby, now grown, has taken a stand and is calling for the return to a peaceful, safe society.
One day, the older twin discovers that the younger twin has been reading comics about a hero who carries the hopes and dreams of the people.
The younger twin aspires to become a hero someday, similar to the hero in the comics, which indicates that he still hasn’t completely given up on his older brother.
In his faint memories, he recalled his older brother’s gentle and kind grip.
Three years later, the famous glowing baby reached 10 million supporters. The older twin fails to understand the glowing baby’s popularity just because they were officially the first one in the record books.
He also thinks it’s weird for the glowing baby to be able to rally so many people behind them.
He had so many questions, so he killed that leader and stole what was theirs, much to the surprise of the younger twin.
The older twin quotes the hero in the comic book, saying that One For All and All For One are the words to live by.
In addition, the older twin declares that he has found his dream of creating a world that exists for his sake and himself alone.
Before the chapter ends, the older twin sees a vision of his younger brother going away from him right after he granted him a power of his own.
His younger brother was being pulled away by an unidentified man (Kudo), who ignored all of his calls.
The older twin has had enough of this sight, and all of a sudden, the younger twin’s hand looks like it was severed, with blood gushing from it.
