He starts off with the ability to show compassion at least at a basic level, and he has loved ones whom he cares about.
Snow is the type of villain that becomes increasingly corrupted as the story goes on through a combination of a cutthroat environment and his own ruthless ambition.
Throughout The Ballad of Songbirds and Snakes, he will be presented with the option of making good choices.
Ultimately, his villainy stems from his consistent choice to do bad and selfish things when doing good had been an option.
How Old Is Snow During The Hunger Games?
Since there's a 64-year gap between The Ballad of Songbirds and Snakes and The Hunger Games, Snow is 82 at the beginning of the latter.
He definitely hasn't mellowed with age, nor does being elderly makes him any less scary.
While old age is often associated with frailty, Snow seems untouchable during most of The Hunger Games, both due to his access to medical technology and due to his armed forces.
It will be interesting -- though sickening -- to see him in the prequel, before he became that way.
