Originally, One Piece creator Eiichiro Oda intended the series to last only five years, which would have taken it to 2002. However, a combination of popularity and new ideas meant that the series continued.

Very quickly, it was clear that One Piece was going to be a successful series. The manga was a finalist for the Tezuka Osamu Cultural Prize three times in a row from 2000 to 2002, the three years when the series was supposedly meant to end.

It has also been reported that the introduction of the Seven Warlords of the Sea, or Shichibukai, was a big inspiration and drove Eiichiro Oda to grow One Piece from a good series into the epic that it is today.
