According to Screen Rant, Lady Tilley may be a new love interest for Colin.
Though the new season may mostly focus on his relationship with Penelope, the show may feature a few obstacles in their love story by introducing a new woman in Colin's life.
It has been known that Colin has an eye for strong and unique women, and Lady Tilley perfectly fits these descriptions.

Who is Lady Tilley?
Per Deadline's description, Lady Tilley is a "firebrand widow" who has inherited her late husband's estate and fortune.
She's now enjoying her financial and sexual freedom. With her unique circumstances, she has become a perfect candidate to be Colin's love interest.
She, too, will be a foil to the male suitors presented to Penelope in Bridgerton Season 3.

By the looks of it, both Colin and Penelope will have other romantic options before they finally reveal their feelings for each other.

In the Bridgerton Season 3 synopsis, via Hello! Magazine, Penelope has given up her feelings for Colin after hearing everything he said about her last season.
"She has, however, decided it's time to take a husband, preferably one who will provide her with enough independence to continue her double life as Lady Whistledown, far away from her mother and sisters. But lacking in confidence, Penelope's attempts on the marriage mart fail spectacularly," it continued.
After what happened in the previous season, Colin is eager to win his friendship with Penelope back. So, he offers to help her gain confidence and find a husband.
